Can't get any small ships to start building

I stopped playing x4 for a few months. Came back, and for some reason my 225hr save game kept crashing so I started another game (no mods).

I've been playing this new file for about 12hrs now. Still in my starting ship (eclipse) but now I have enough money to buy a couple more. I ordered a fully equipped Quasar from the Argon Prime wharf but it didn't start building so i figured I would go and do a few missions while I waited.

Did a few missions for an hour, checked back, and the Quasar still hadn't started building yet. Figured it would start building any second now, but still no. I ended up waiting another 4 in-game hours, and still not built.

I cancelled it, and ordered 2 small trade ships (a magpie and a courier) instead, both from different wharfs in different sectors. Waited another hour. Neither have started to build yet.

How am I supposed to progress at all if I can't get any small ships to build? Do I need to just buy the basic frame with only the bare essentials and then upgrade it separately? I dont ever remember encountering this severe of a problem in earlier patches. About 5 hours now I've been trying to get a small ship to build, but none seem to start building. I understand that you need to sometimes wait for shipyards to gather the necessary materials, but this seems a little extreme.

Anyone know of any solutions to this? I can't supply the needed materials to these stations manually because I only have my starter ship.

Sounds like you might have encountered a bug that need to be dealt with. so i suggest u might post this over to bug forum. if an admin don't move it shortly.
