I noticed that after building a station, none of the modules have a status of was-scanned-by-player = Yes (just making this up so its easier to understand)
It does not make sense since the player supplied the blueprints and hired a builder to construct it all. Why would we need to scan any of our owned module to get a discount since we manage the price or at least tell the manager how to manage it.
So by default, I think the idea of scanning player owned modules should be removed or have them all with a status scanned=yes from the start.
Why aren't player stations fully scanned from the start?

Likely a bug/oversight, since the player does correctly have access to all information of all the modules of their stations.
