Deploy a satellite or a probe.
Fly away a few km from it.
Target it, start moving towards it and open interaction menu.
Even when you reach interaction distance, the option to "Deactivate..." will not appear in the menu. You have to close it and open it again.

this is annoying too when you want to scan a ship
Fixed ships getting spawned away from ship configuration menu at resupply ships from automatically getting deployables.
