So memory. 2.2
With the release of the game 2.2. It seems that there is no longer a need for more than 8 or 9 GB of RAM. A long game previously required more and more RAM in the end, after a few hours in the game, eating all my 24 GB and filling the swap aiming at 32 GB or more.Good job developers).

Re: So memory. 2.2
Probabaly still a good idea to have 16 to 32 GB though.

In 2019, the average gaming PC usually has a video card with 8 GB VRAM. Processor with 4 cores. SSD for work and 16 GB RAM.

Re: So memory. 2.2
Not quite accurate...
A new PC in 2019 should have a hex core or better processor, 16 GB of memory (dual channel 8GB DDR4), a 4GB or better GPU, and a SSD for the OS and an SSD or faster mechanical drive for software.
It is hard to find a modern CPU intended for desktop or gaming use that has less than 6 cores. Such CPUs are at least dual channel and with 8GB DDR4 DIMMs that would mean 2 needed for optimum CPU performance for a total of 16GB of memory. With RAM prices falling like they are this year even budget users should be able to afford this much easilly.
Any discrete graphic solution aimed at gaming will have at least 6GB of memory, such as a GTX 1660. However cards with less than 6GB are made such as the GTX 1650 which only has 4GB hence one still needs to design around 4GB support.
Storage is a complicated issue. An optimum setup would use a large 0.5 or 1 TB NVMe SSD for the OS and frequently used games with one or more large slow 2, 4 or 8 TB mechanical drive for bulk data, game caches and backups. However budget users might pickup a small NVMe SSD just for the OS and run their games of a larger high RPM mechanical drive. Additionally some users might opt for a larger, cheaper AHCI SSD. Hence no assumption can be made with that regard other than the OS should be running off a SSD of some sort with games coming either from SSD or faster RPM mechanical.
Of course X4 needs none of this... I run it off a 10 year old CPU with 18 GB of memory and a 4GB GPU which barely supports Vulkan and is beaten hands down by a GTX 1650.

To get the pc you need, research, buy the parts and build `em. It`s not hard. You`ll get exactly what you need- and cheaper, way cheaper than ordering.
