[2.2] Not fully-fixed: player-owned ships sometimes target outside their designated area

After upgrading to version 2.2. I assigned a group of two Hippos to guard the Trade Station in Natikva 1. They behaved well for several hours but then one still ran away to Tharka cascade XV.
