Xenon Mining

I have mentioned this elsewhere but part of another thread.

The Xenon in Atiys misfortune are sending their mining ships into Holy Vision to gather resources.
The consequences ( sp ) of this is that they get wiped out by HOP sector defence and then Atiya's just fades away without any form of conflict.
Is this intended? if so ok .
If not is it because of a resource issue in Atiya's or is it a bug in their mining ships behaviour ( ie venturing out of sector )
Atm everygame start Matrix 9 send a couple of mining ships down to atiy's where they then turn around head in to holy vision and die.
