Cannot stop AI from using my shipyard - for free

AI use my shipyards for free; and I cannot stop them.
'Restrict order from other factions' is checked for each maintenance bay.
And so is the top level 'restrict trade to other factions' in the manager section of the shipyard information.
Yet still the AI build ships for free, lots and lots of them (HOP seem insatiable) - and are stealing my workforce too, I guess? 47 ish x 9 odysseus + 4 constructors in just one queue is a lot of workforce.
I get no payment in return.

Is this fixed in 2.x beta - I may move over if it is.

The current release version is 2.00. In the 2.20 beta changelog there is this entry: Fixed NPCs not paying for subordinate ships ordered at player-owned shipyards.

Can you stop them being built as well ie does this aspect of the software now work ?

Start a new game, a lot of things from previous version saves aren't working correctly in 2+. Fresh start is your best bet.

I certainly hope this is not necessary.
Far too much progress to start again.
Almost unthinkable.

.. and fun. Take a break for a month, come back and it will be more fun to replay with all the knowledge gained and a lot more bugs fixed.
