Player Stations - Upkeep Mission Oversight?

Stations create upkeep missions for lack of cash, or missing managers.
But they do not create a mission, when their construction is stuck, lacking cash or a construction ship.

Is that an oversight?
@Egosoft: I feel it would help to add a mission if a construction was scheduled but is stuck and impossible to be completed.
I often find my constructions stuck for hours, when I fail to notice that the construction ship left with the station half done or that cash to buy materials ran out.
