Me against the HAT

I have got 7 defence all with admins in Hatikvah's Choice.
The Hat had 1 defence with Admin and 2 factorys.
Sector "contested" I remove/Kill all of the above, I now own the sector, All is good.

I Hit the stations in Second Contact and remove all three stations, one defence had the admin and the Faction rep.
The sector was contested after removing them it belongs to the Antigon?

Now I find that the 2 factory's in Hatikvah's are continually rebuilding, how when there is no more HAT, I can't find any of their ships .
I keep destroying the storage and what starts to be built.

Is there magic going on?

In a number of sectors, not hat though, I had to have 2 stations with admin module to be my sector. Occasionally, the enemy do still attempt to dispute.
