trade for station question?

when traders trade for station does this also mean trading for stations budget? like making money for the station so it can buy resources?

Yes.
If you right-klick a station and choose "information" you will see in the first of two lines indicating cash the actual budhet of the Manager. Open then the small + for Crew and look at the infos on your Manager. Lowest line will show the cash he/she needs for actual orders. You can raise (or lower) the budget (in the first line).

In situations when the actual budget was (a bit) lower than the needed cash you might hear 'out of the blue' the sound for successful 'missions' telling you that Manager X's budget has been adjusted. Yes, missions, as 'not enogh cash' is marked as a mission (yellow exclamation mark).
If you check now the logs you will see if sold products - or your freighter(s) selling products of this station - have been generating those profits. qed

Just to add one more tip: you can find these missions in the last tab of the "Accepted missions", called "Upkeep missions".
