PHQ Mission not starting

My current Vanilla game has about 150 hours of gameplay on it.
I have discovered many blueprints and discounts at factories.
I can NOT find the PHQ start mission.

Prior to ver 1.5, I came across the PHQ mission several times. However, after the dialogue was complete (told to check my ships computer), the game would not let me save (save game was grayed out). So, I had to reload from a prior save and continue without the mission. Now, I no longer get the mission offer.

Also, about half the time when I listen-in on an audio data leak, I am told to "hold on 1 minute". I see a person sitting around and looking around. Then the person is gone (the display closes) and I have no idea what they were suppose to tell me or what has happened. (about 25% of the time, there is a job offer there.)
