1.5 [Issue] Ordered ship not being built after enough resources added

Version 1.5 (326172)
No mods but changed Display from Windowless to bordered and now game says (modified) no matter if I change it back.

So I ordered a Nemesis Sentinal from HOP Wharf and the Missing Resources were:
Antimatter Converters - 34
Engine Parts - 618

I ordered my traders to deliver about 600 Antimatter Converters and over a thousand Engine Parts from other stations.
Station now has:
Antimatter Converters - 662
Engine Parts - 1538

Yet the build is still not kicking off ??
