This is a recent bug I am experiencing in few stations. Sometimes ordered ships with full crew built without anyone on board. I take them out myself and next ship in line is with crew as ordered. If i do not pay attention these uncrewed ships can block production because they do not have captain to take them out of shipyard.
I had this problem in HOP and Argon shipyard. I did not try others.

If you just apply a saved loadout and don't assign crew then this will happen. Loadouts don't, and can't, include crew, because you can't just assemble crew from parts!

These were not from loadouts and I included full crew for the batch. I know about loading loadout do not give crews but in my case included crew order do not even give me captains. I take ship out of dock myself or hire a zero skill crew from somewhere else. Next ship in line of production is produced as ordered and with full crew-captain. This bug happens 3-4 times a batch rest of the ships are normal.
