Anyone notice the Xenon M and N dont shoot

so I noticed the M and N class xenon ships are not shooting their pew pew at me. I tested against the other races to make sure the fight attack fighter script is working.and it is. those are the only ships that do not fire at all at me. even while static. anyone have an idea. this is both in vanilla and my modded world.

In some sectors they do, others they don't.

It's all good I guess, cause my fleet won't attack a thing either so it balances out
