Any way to force war missions to reappear or restart?

The argon vs xenon war missions appeared for a split second when I accepted the promotion at level 10 however as soon as I started the first mission, it just disappeared along with all other war missions except for the HOP ones.

I feel like some war missions, is there any way to force these to reappear?

Some of the war missions, I think, only show up when you are near relevant systems/sectors. So go hang out in Argon space and fly around to each of the major places there while checking your missions available periodically, see if the argon/xenon missions show back up.
