The skill lvl when you have them on a ship and when you whant to reasign to other plase do not match.

i have a manager 4 stars on a ship. when i whant to reasign him he have 3 stars

Just to be sure we're on the same page: different jobs require different skills. i think what you're seeing is someone who is rated at 4 stars at one thing (working as pilot, service personnel, or marine while on a ship) and is rated at 3 stars at something else (working as manager). Not enough info to confirm, though. Did you mean something else?

No what im refering to is if you chek the skill lvl of your ship personel they have several skills and starts attached.

When on the other hand you comm them and whant to reasign them to a nother task they have diferent skill lvl.

my personell on a ship have 4 stars in management but when i com person said and whant it to work at a nother designation it have 3 stars in management.

so that meen they do not corsepend to eatch other.,
