If Upgrading Ship and it is Canceled, Funds not Returned

Vanilla Game, 1.5

While moving 4 L miners (2 gas, 2 ore) from TEL Station to refit at PAR, the upgrade got canceled thru "the last order could not be completed" and the millions I spent was not returned. Tried again... same thing. Then if I tell them to upgrade and cancel it myself... no money returned.
