I assume that the stick has recently been calibrated and the deadzones checked? Also check throttles, sliders and buttons for sticking or offsets.
From the Issues and workarounds Sticky:
Joystick in-game options
Try these options to improve stick gameplay:
- Adjust the dead zones 5 %
- Gamepad mode OFF
- Confine mouse to window ON
- Adaptative steering ON
- Bidirectional throttle ON

Also some HOTAS have mouse emulated in them... some wheels or hats... check if those are centered, It happened to me exactly the same that your problem and it was a wheel around a button in the throttle stick.
In Windows 10, type joy.cpl in the Search box, that way you can have a visual reference of the buttons and the dead zones of them.
