Managers & its employees not gaining exp. ?

So I assigned one of my ships pilots that I used for trade to complex. He was 0 management but I level him up to 2 stars and assigned him to my complex. He was working there for almost 6h and still 2 starts? I wanted to replace him and I was hoping that one of its pilots leveled up managment but they are all on 0 (even piloting skill). They have been working there for long time as well. Station in question has lots of traffic and it is making me lots of money so it is not like he is not doing anything.

We don't have much information how NPC work and level up so I'm not sure if this is bug or it is intentional?

Edit: I started new game with 1.3 if it matters.
