The shipyard uses all the resources to improve the ship

If you want to improve the ship. For example, put new weapons. The shipyard uses all the resources as if it had built a ship from the very beginning. I think it's not normal.

That's not what that means. It is telling you the total shortage, this includes other ships which are either being upgraded or built at the station. That station is short that many resources, it isn't that the ship requires that much. I noticed it too when i was going to an equipment station but then i noticed that there were like dozens of ships waiting to be upgraded (station needed 13000 hull parts)

I can confirm this. Even if there is no shortage the number hull parts used equals to the same amount of hull parts needed to fully build the ship.

Although I'm not sure if it's a bug, since to fully build a new ship you need more than just hull parts.

Perhaps, but I cannot improve the ship without hull parts. Production is stops.
But to improve only needed: advanced electonics, energy cells, weapon components. All these resources are at the station in abundance.

Just a guess but im assuming the game operates ship upgrades as if they are in queue. Silly game design if true. However, I think that's what is happening. 1 in 1 out in the order the orders they were placed.

Like I said, I saw the same issue and as long as you don't need hull parts it will be fine. Of course, if you need hull parts to complete the upgrade you will have to wait because there is a queue. I was able to complete my upgrade because the station had what I needed to do it.

My experience also matches what Blackrain said.

If the upgraded component needs parts that are currently unavailable, it will show them in red on the expanded part list (i.e. the list that comes up when you click on the "+" sign on the component). In your screenshot, all the parts lists are white, so you're good.

If any of your components to be upgraded needed hull parts, they'd show in red, since they're unavailable.
