[1.32] BUG - Manager of PHQ loses skill

I've had the same manager in my PHQ since the beginning. He still only has 1 star in Management. I thought that was a little weird, but figured it was just slow. Finally saw him gain a star in Morale, felt good knowing he was actually gaining skill. Checked again later to find that he had lost that star in Morale and once again only had 1 star in Management.

He has various ships assigned for trading and minding, and a few wares to buy and sell.

I've not noticed mine lose skill, but he's not gained a single skill up in over 80 hours in his current managerial position.
