"Resource Order" mission, where to deliver the goods?

So I accepted a mission that requires me to deliver Food Rations and Medical Supplies, apparently to reach 45% of the station's levels. The station in question is a HAT Free Port, and I can only trade Maja Dust, Spacefuel and Spaceweed. How can I deliver what they ask then? And how much, if the only information is "45%"?
