station lacks resources to make no changes to ship

Using current build - 1.32 (324221) English
not modified using any third party scripts or mods
Game start -The Unworthy Entrepreneur
made no changes to game aside from putting settings on lowest possible

Seems to be rebuilding each module on the ship anytime you upgrade/repair ship... just selected upgrade/repair for this ship and have not selected any changes to be made, the station lacks the resources to make no changes to the ship ...

yep. i went to buy some consumables, (satellites) and it was blocked needing engine parts... sigh

This is a bug that is going to be fixed in the next release, just cancel the upgrade and move to a Wharf that have the materials and before hitting ok, make sure it says "Everything is ok" when you are upgrading.

Sadly this persists in 1.50. Really need this fixed along with hundreds of other issues. But charging for parts that aren't being used seems bad.

I don't think this is a bug genuinely station lack resources and it your opportunity to trade with them and get station what it needs
