[1.31] Cancelling Station Modules

When you cancel a station module you get a countdown and a refund of the resources. I cancelled a module at 0% built and it still had to count down the entire 100% until it removed it. Also, it gave back twice the resources when it was removed.

If you start a module and then cancel it, it refunds 100% of the resources needed to complete it. Please fix ASAP. This trivializes base building!
