1.32 BUG Wharfs skip ships in queue

NPC ships will fill the build spaces in a wharf and need a ware to finish(usually engine parts). I'll queue up ships and they'll say #1-#X in line with other NPC ships after me. When the ships on the build spaces finish the ships after me will start construction and the max number of queues will go down. So NPC ship #38 is now NPC ship #37 while my ships remain in #1-#X.
