new patch worse performance

Hello,
I purchased X4 during 1.20 and now the performance has degraded and made the game unplayable.

system spec:
Win 7 64bit
intel i7 4790k @4ghz - turbo and integrated graphics disabled
corsair 2333mhz 2x8gb ddr3
asus strix oc 1080ti
game and o/s are on a samsung 840 ssd
I play on a 27" gsync monitor at 1080p.

Ive tried playing the game on the lowest and ultras settings with barely any difference, I use msi afterburner for monitoring my cpu and gpu usage and temperature via rivatuners on screen display, and my gpu is not being used at all, my cpu is only having about 24% used while my gpu sits with 4% usage, sometimes spiking to 16%.
In station i get 6.5fps, in space it's no better averaging around 10fps. Opening the map is like pressing quicksave, it freezes up the game and i can't issue orders or open information panels at all the fps is so bad the game is like a slide show and it freezes.

Some times like yesterday my fps was about 30+ which was playable but today it's just garbo, if any nvidia users are reading this, please state what driver revision you use because i'm using the latest and i suspect they are effecting my fps to a huge degree.

Edit: rerolled to nvidias 398.36 (decent drivers that work for me in every title i play) drivers and theres no difference so it is the game.
Here's a picture of me outside a station in a relatively quiet sector, 25% cpu usage and 4% gpu usage, and my graphics options are the lowest - textures being medium.

The GPU performance is very iffy the CPU performance on the other hand might not actually be showing you the correct amount. 25% could mean that you're 90% on one single core. With hyper-threading enabled I don't think you get as accurate information on that but I could be wrong.

I will have to admit though I've lost a lot of FPS now as well I get about 50 FPS where I was getting near a hundred in empty space or should I say far away from most other traffic.

In 1.32 ship started to build more attacks and actions and simulation started to happen more rapidly so I could also see that the FPS would go down a bit as the world becomes more simulated.
