adding crew prevented by missing resources

Using current build - 1.32 (324221) English
not modified using any third party scripts or mods
Game start -The Unworthy Entrepreneur
made no changes to game aside from putting settings on lowest possible

sent a ship to get some crew members, ship docked and halted due to insufficent resources... so either the station is missing 3 npc's to add to crew or it is using hull and engine parts to create them...
