Xenon & HOP War missions have not been reset / keep stalling

Version 1.32 / English / UN-modified / Start - Black Hole Sun

Prior to patch 1.32, I aborted out of a Xenon War mission because it stalled but it got removed from my mission manager. Currently, in 1.32, I do not receive a message regarding the Xenon War Chain, nor does it appear in my mission manager.

So I decided to start the HOP War Chain (from scratch), and upon reaching the 4th objective requirement of the "Preemptive Strike" mission, where I need to capture a specific HOP ship, no ship is marked for guidance, nor does the name / types of ship appear in the briefing (unlike previous objectives). So with the mission stalled, I decided to abort it. But now I can no longer access the other HOP War chain missions as the Mission Manager no longer displays ANY of the missions.
