[1.32 beta] Ships not upgrading

I sent a scout to buy Advanced Satellites and the station is not upgrading it saying that there aren't enough resources even though the are. The scout has been waiting for over 2 hours now.
I sent a captured Minotaur Raider to sell it's deployables to another Wharf and the station is stalling because of lack of resources... even though i'm selling equipment and not buying it.
