1.31 BUG (minor) - production seems to max out supply

Didn't check this by staring four hours on the numbers but:
I checked the ware-count of the "Hüllenteile" Production - the numbers of the produced products and the stocked products don't match up:
In stock are 6066, a factory module produces 268 per cycle - so I calculated of the products fit in
6066/268 = 22.634328358208954
They don't - because only the products of 22 complete cycles fit it

A factory should start producing the product if there is enough space for the product!
