What's up with Xenon and where is mining tractor beam?

Hi,
I teleported to Xenon wharf yesterday, it looked just like all the other docking bays, including those intercom messages, except it was all empty.
Xenon are going extinct in my game, is that intentional? I could barely finish the second mission from Argon vs Xenon menu because there were no P ships to destroy.

But more importantly is it possible to collect broken off pieces of an asteroid using a tractor beam? I read something online indicating that there was a tractor beam, but could not find it, do you have to buy it somewhere and equip the ship?

I was stealing cargos from stations last night and noticed the 'tractor beam' wasnt working.

I went into the keyboard assignments and even tho it showed as being set to 0 I reset it to 0, and than it worked.. go figure lol
