Faction Representatives no re-visitable

After getting promoted twice by several factions I attempted to re-visit one of the reps in order to purchase some blueprints. However, everyone who belongs to that faction (teladi) says they can't help locate this person. Faction reputation is currently +20. I know she was at the Teladi Trading Station, but visiting there she is not visitable either.

As I am not getting into the portion of the game where I want (and need) to buy items to build my own station further this is a critical component to be missing.

Please help.
