BUG 1.3 - xenon don't produce ships

As the title says, once cleared only energy transporter and mining ship can be found, even 10-20 hours after updating to 1.3 . I kept looking for them my self in their sectors, also placed satellites near gates, which are still alive.

After 1.3 update I found only more energy transporter, but no fighter or bigger ships.

This applies to game right from 1.0 to 1.3
