How do you move up and down in the map?

I'm trying to order a ship to investigate an unknown object that is 100km above the plane he is currently on but how do you do that excactly? when I go into the map I can only place orders on the x-y plane. Despite having the ability to rotate the map up and down, the z plane doesn't change.

Spoiler alert: I ended up doing it myself. Found out it was a lockbox with 8 locks. Gleefully I torched open the box only to find it was filled with mines which immediately blew up literally in my face. I hate this game.

Turn the camera, along the z axis, i think thats the correct one, then click somewhere above or below.

I turned the camera but when you click above the plane, it still plots it on the 2 dimensional map plane. So instead of going up 100km it went north into the next sector
