Not being able to buy licences

Version 1.30
no mods or 3rd party
young gun
so the problem is that when i go to a faction representative and try to buy a licence it say that i do not have enough reputation when i have +30 i didn't even do there were licence in the game until i try'd to buy a war ship i read online that at 10 reputation you got a mission to go the the faction repetitive but this never happend to me i have checked the mission offers but there is nothing there
please help dont want to make a new game
