[1.3] CTD Unable to create station in Argon Prime

Buy a land plot relatively close to the highway in the Argon Prime. The go to Plan Build menu, and as the first building select the any docking station. At this point the game will crash to desktop. What I didn't do is set up a builder, but I think it shouldn't matter in which order I do things.

I'm running Windows 10, 16GB RAM, Intel i5-6600K, GTX-970 and the game is installed on a Hard drive, though I have an SSD.

Here is a link to the save file, I have everything set up, just open the map, buy the land plot "Argon prime factory" (I have more than enough money and already set it up) and try to build in it:
