How to Level Marines Fast?

Hi guys, I have this mission to deliver a level 3 Marine to a Space Station. With the new patch, you cannot hire crew from NPC ships, which usually had better stats than people in Space Stations.

So how do you go about leveling Marines fast and with minimal cost to your relationships with different factions?
