[1.21] Visual Map Bug - L/XL ship travel routes including highways

This appears to be a visual only bug and does not affect flight pathing.

When ordering an L/XL ship to fly to a sector which is most quickly reachable via the Highway system, the planned route on the Map will include travel along highways despite the fact that L/XL ships cannot use them. When the captain of the L/XL ship correctly determines that their fastest route takes them through different sectors, the player is unable to see the route that the L/XL ship is actually taking (it will appear to fly away from the route on the map).

Unmodified game. Not tested for reproduction with 1.30 or 1.31 Beta.
