1.30 - CONSTANT pirate scans/attacks

I started a new game today with 1.30 hoping that everything would work better if I did so. I started the with the Entrepreneur start, so i'm flying around Hewa's Twin system exploring.
Every single time I cross a zone boundry (they work the same as XR, right?) spawns happen, sometimes they are Kha'ak/Xenon scouts, other times little SCA/HAT ships that instantly scan me and then turn hostile.

At least I think they are spawns.... are these little ships placed in every single zone at game start or are they indeed spawns?

Firstly I LOVE this mechanic, but this is happening every single time I cross a zone boundry and is totally out of control. It is maddening... great voice work has been done in X4, but as im getting these messages every 30 seconds, all the lines are starting to get very, very old. Near stations or gate? Its just constant pirate chatter, and often directed at me. At one point near a Teladi Trading Station I had 6 scouts after me. I'm in my starting ship and I literally cant do anything, I cant go to a Data Vault because I will get swarmed, I can barely even fly around stations scanning.....
Also, how are these ships scanning me from dozens of kilometers out? If I can only scan within 1km they should only be able to too, or vice versa, no?


In my 1.20 game I got to the mission where you have to place the ship with the antimatter, and something similar happened then.... about 8 scouts spawned and wanted that antimatter... I couldnt even place the ship. Same mechanic?


Lastly, I dont like that ships spawn in deep space. The intention with X4 was to re-ignite that empty feeling from X3, I heard devs say this, and in many ways this has been spectacularly achieved.... however, this spawning mechanic (which is spawning ships EVERYTIME you cross a zone border, at least on my game) makes that lonely feeling disappear.

I am playing old save and still did not had a single pirate attack. SCA is blue though.

Is it possible you've never had anything in your cargo that 'attracts' them? They seem to be attracted by certain wares (which is odd in itself).
In my old save it only happened during the 'place the antimatter ship' mission, and I had 8 ships on me at that point. I couldnt even do the mission and had to abort.
This new game I started today though, is just ridiculous.

I only started seeing pirates, after I bought my first trader. Got attacked over and over in Grand Exchange. Police did nothing, but then it stopped. Like the game sends an initial wave your way to get things going. But since then no more attacks.

Trader works well by the way! Made over 500k in first two hours with on of the smaller transporters (Hermes Vanguard). But the war economics still seem wonky. I entered a big fight between HOP and Xenon and got shredded. Reloaded, did some other things, returned to the area of the battle and in the meantime HOP had wiped the whole sector of Xenons clean! The adjacent Xenon sector had only one defense platform and nothing else in it, except loads of mines. Wont be seeing any Xenons from this sector for sure!
