Simply put, my L solid miners that work as subordinates for my PHQ don't fully unload their cargo to the station. With ever decreasing delivery amount.

27200 units free on the station.
One miner with 1884 units in cargo only unloads 6 ores.
Other miner with 1490 units only unloads 457 ores.
Tried clearing their cargo and resetting their orders and re-adding them as subordinates. First one or two unloads work fine, after which they start to unloading small amounts again, effectively starving my station of resources.
The station also has Silicone input with similar space for it, so they are automining both ore & silicon while subordinate.
edit: the Manager is 2 stars.

I'm only guiesing, but I think that manager simply want to have specific amount of resources - for example for 45 minutes of production. So he sent unload command for mining ship only for some small amount, that is currently missing.
Yep it is not too clever behavior, but it have some logic - for example he needs storage space for other resource.
One idea - please try to build another solid storage module and watch, what will happens.
P.S: You are lucky - I have manager with 0 level only - he never assign task to subordinated miners - they are floating in space many hours. He using trade ships only.

This definitely isn't the issue. NPC traders are able to sell their wares to the station fine, and besides there is absolutely loads of free storage space. I'm not sure why they are doing it. One cycle is 240 ore (1x refined metals), total ore after the delivery in the screenshot is 55 + 6 + 457 = 518, that doesn't match the cycles (2.1583333 cycles worth of ore).
I found a band-aid solution:
Remove the miners from subordinate.
Block other factions from trading the minerals to the station.
Remove automatic pricing and set the price to max.
While the miners are in the same system, setup them to automine the wanted materials, with the wanted gathering jump distance.
My miners now, almost always, drop their full cargo to my PHQ. Occasionally they deliver to some other place that's also set at max price, but a large miner drops their price by a lot so it will be quite some time before they do it again.
This however does clutter the ship list, as the ships were nicely hidden away within the station subordinate list

I, too, have noticed this. I've started so many new games that I haven't gotten very far in any of them. I'm not gonna give up on this game, so I guess I'll continue to do so as I am required. My last game has been going pretty well, but I actually have ignored the Player HQ Mission so far.
Anyway, finally got two L miners-one solid, one liquid-and had a station to assign them to and found out real quick I wasted those credits. I much prefer Medium miners in general, but needed to fill a large capacity for the station, then noticed a full L Miner was only dropping 1% of it's cargo. The gas miner never worked. It wouldn't drop anything and methane was the one thing I needed most, and it almost would never mine even with methane resource probes out. So I sold those back real quick.
I really hope they implement more of what was in X3 even if they're using XR's framework. I've played myself crazy with actual X3, and I'm ready for it's evolution into the awesome game it could be with a little considerate effort.

One thing to also pay attention too is if you station has enough money in its account. I found out that the station has to "buy" the resources from the miners. No money is actually removed but if the station can only afford to buy 100 ore then that's all that will be removed from the miner and he will just float around outside the station. Not sure if that has anything to do with your problem but I don't see the station account in those images.
