1.21 BUG No Holy Order guild missions

Since I joined Teladi Trade group im not getting any Holy Order guild missions offer. Tried in all 6 PAR sectors I have found till now, no luck. Even tried to jump from sector to sector using teleport.
Not sure if save game helps, but...

Same for paranids agains holy order,
I started a new game (1.21 before hotfix) with the paranid start, became friend with them (+10), and the paranid faction guy tell me there will be guild missions but none has appeared in the guild tab (after completing the rank mission first).
I'm not ally with any other factions

By the way, each time I do a rank mission, an enemy ship spawn near the station (which I have to kill) but is just idling (even when you shoot at him, he does not even move)

Not just holy order every guild since I updated to 1.21 has failed to give new quests past the first one I finished the only one with missions left are Teladi trade guild for me. I think I got these missions in 1.20 so that might be why I still have them.

Now that's odd because the War missions weren't offered UNTIL I started a new game. My old save I don't get anything but with this new save I do.
