is there any way to get a goner ship without captureing one?

You can't. Unless you haven't completed the Perseus mission. Upon completion your Goner-rating goes up by a few percent. Otherwise, no chance.

You only lose 1% (if you only want one ship) and it's a nice ship, too :)

Decided to try capturing in it the other night, got three pirate ts's.

Gonna try for an Ori next :D

You can get your goner ratings up by buying jump drives (if you have lots of money!), transporters, etc. off them. The goner saves don't appear to make a difference. The goner ship is well worth getting. As already mentioned, you can only capture them , not buy. You can enlarge the cargo bay up to 400, increase the speed up to 4x the original, put in 2 x 25MW shields, dragonfly missiles (If I remember correctly).

The best way would be with a double BPAC. worked for me.

Oh, and while they usually only mount 1x5MW shields, they can mount up to 1/2x25MW (not sure about the number of shields).
