plot not paid for in The Unworthy Entrepreneur start

Using current build - 1.21 (323477) English
not modified using any third party scripts or mods
Game start - The Unworthy Entrepreneur
made no changes to game aside from putting settings on lowest possible

Plot not paid for? not sure if that was intended or not, but received a notice that the plot was unpaid for and would be seen as hostile , just started fresh since previous save seems to be having issues so i placed them in another folder until those issues are resolved.
