Scanning small ships?

Has anyone found a way to successfully scan a small ship/fighter?

I have an Argon Federation quest that has me trying to scan a xenon n. The targeted ship was in a raiding party, Of course the moment i got within range of them they started to attack. I killed off his friends, leaving only the targeted ship. I just keep following him around in scan mode, hoping objective will complete. Of course he is in constant motion so this is a nightmare. I have actually managed to bump into him a few times, but the scan doesn't complete, and off he goes.

Anyone figured out how to do this?

Scanning mode, get close and select it, hit F, select scan. This should have a keybind imho
