[1.20][BUG] Story progress stuck at escort mission

I started PHQ plot at Sacred Relic, in explorer start. At the point where I was asked to escort a ship out of sector, the ship stopped at halfway when enemy showed up. I tried to push it or shoot it and nothing happened. I thought it was because I didn't uncover the fog of war of its destination so I headed forth, but I discovered that it was heading to an inactivated gate. I was forced to destroy the ship I was told to escort in order to progress the mission. Luckily the one we were looking for wasn't on that ship anyway.

I think it's because:
- Ships can some choose any gates, including inactive ones, as destination when told to leave the sector.
