Bugged Quest(s)

I've come across two quests that appear to have bugged out. One I am 100% is bugged the second not as sure.

Quest 1. Blackmarketeer
Need to deliver 2 x Unstable Crystals.
I picked up the quest and followed the prompts to dock at a station.
use the transported and it opened up a new section, the bar, to talk to the blackmarketeer. I didn't have the 2 crystals for it but managed to buy one from it.
I thought I could then teleport to another station and go to the bar and get another.
No such luck. Tried a few stations and nothing. No bar.
Moved on to another mission and thought I'd leave the sector give it some time and go back.
Went back the to station to speak to the guy, but can't get back to the bar. It's not an option.
Guidance says to dock at station X , which I do. and deliver goods, but no guidance pointing to the bar.

Sort version... seems if you go to the bar before having everything you need to complete the quest and unlock the blackmarketeers, you get locked out the bar.


Quest2. Sheilds down.
Dock at station X and hack shield terminal. You need a security splicer.
Got the splicer, got the station.
I've checked every single terminal in the station twice, anything that looks like a terminal.. nothing allows me to hack shields.
There was stuff in the engineering section, but that was all cargo, trade, etc. I tried hacking everyone of them as they used some other bypass, but nothing.
A bug or just being blind?
