1.21 b1 323477 - Can't move anyone to Black Marketeer on HQ

In a previous patch (1.10) I was able to select moving someone to the black marketeer on the HQ (the current pilot of a docked ship), but the person would get stuck.

On 1.20 and the current 1.21b I can't reassign the pilot or one of the crewmembers. I get "This person cannot be employed at Grand Exchange 1 Headquarters (EOR-647)."

Crew members not moving to the PHQ when assigned was a bug in 1.10 that was fixed in 1.20.

Crew members being able to be assigned as black marketeers was also a bug in 1.10 that was fixed in 1.20.

Yet on 1.20 and 1.21 it doesn't work for me, hence the bug report.
