1.20 Eng - BUG - AI Pilot (seized vessel) - Won't take control of ship

I have a Kestrel Sentinel which I acquired from a pirate who bailed out. The ship was taken to MIN Teladi Wharf in Eighteen Billion and repaired/upgraded. However, there was no Pilot, so I hired one and it wouldn't board the ship, just stood on the dock, never takes control of the craft. Even if I unassign crew, fire everyone, hire full crew, promote another crew to pilot or promote specific crew to pilot, the results are always the same. The new pilot will either never appear or just stand in the teleporter doorway and never move.
