Solve the economy problem, make the galaxy dynamic

Since a lot of people are facing problem with the economy collapsing, we need to see what cause it to decide what to do.

Everyone saw what is the cause, as it is simulated the economy are facing the problem of no needs to answer the offer.
This is because the dynamics politics is quite static. Pirates and Xenon are obliterated and factions at war never actually get to fight.

So as X4 is supposed to get a dynamic politic... Would it be possible to enhance the aggressiveness of factions against each other ?
Something a bit similar to Mount & Blade as example would be awesome.
