This is a bug with the Encyclopedia UI it glitches out and will cause interface issues across the game. It is repeatable by the following process.
Flying a Cerberus Vanguard docked at a WARF -> Update / Repair docked ships menu -> Consumables -> Right click Cargo Drone -> Cargo Drone Encyclopedia -> Encyclopedia bug. It will be invisible over your screen and ruin your save.
Workaround: Do not use the process above. You must reload an earlier save where the bug was not used: An reload the original save to continue your game.

Yes it looks related. Maybe now that I've provided them steps to recreate the issue they will take a look at it.
